Hong Kong. In many ways we find
attractive your suggestion that we should
ask for an emergency relief programme for
Hong Kong, paying for it by means of an
appropriate addition to the U.K. sterling
contribution to U.N.R.R.A. But we think
British that Malaya and Borneo should be included
in any such arrangements that were made.
Pernaps the Foreign Office would say
what they think of this idea. One of the
chief disadvantages would appear to be that
there may hardly be time to put it into
affect since there is a likelihood of
